About Alberto Rocha
Dr. Alberto Rocha has spent 40 years at the intersection of federal service, civil rights enforcement, and technological governance. After 18 years with the U.S. Department of the Navy managing complex procurement systems and 8 years at the U.S. Department of Labor enforcing the landmark Luevano Consent Decree under civil rights legend Angel Luevano, Rocha recognized that the systematic accountability frameworks that transformed federal hiring in the 1970s provide the blueprint for governing artificial intelligence in the 2020s.
As Co-Founder and Executive Director of the Algorithmic Consistency Initiative, Rocha trains 430+ federal agencies in implementing the NIST AI Risk Management Framework. Holding a Ph.D. in Management and as a graduate of the U.S. Navy’s elite Senior Executive Management Development Program, he applies rigorous institutional discipline to his Constitutional AI methodology, demonstrating how to build algorithmic systems that embody human values through explicit principles.
Rocha is the author of 19 books on AI ethics and hosts the podcast "AI and Us: Exploring Our Future" with over 200 episodes. A Congressional Appointee currently serving as an Analyst at Lawrence Livermore National Laboratory, he brings the wisdom of 70 years—and the urgency of this moment—to humanity's algorithmic future.
